["No free government, or the blessings of liberty, can be preserved to any people, but by a firm adherence to justice, moderation, temperance, frugality and virtue, and by frequent recurrence to fundamental principles." -- George Mason
(1725-1792), drafted the Virgina Declaration of Rights, ally of James Madison and George Washington

Government as such Mr. Mason sounds pretty complicated to me... Lots of dependencies hiking a ride on "Free Government". Firm adherence to justice, what was served Shay when he caught on to the U.S. governments purpose as protectionists of Royal wealth. Moderation what was well practiced when so many people owned enough death weaponry to eliminate the government in a matter of minutes should the government have openly displayed characteristics apart from this sound moderation to which Mr. Mason eludes... Temperance to avoid crushing with violence those who would be less problematic by expansion of influence resultant the broadly recognized commonality of odds with the state human suffered. Esspecially where means other than physical violence presents itself. Frugality to general human need paired of course with opulence to the commanders living conditions. Virtue within the context of this quote so far off base as to lack even a clever double meaning. The "Frequent Recurrence to Fundamental Principles" essentially a cycle reset suffice to slaughter all those who've become worldly enough to recognize the moral bankruptcy referred to for thousands of years as "government".
"It is easy to think the State has a lot of different objects -- military, political, economic, and what not. But in a way things are much simpler than that. The State exists simply to promote and to protect the ordinary happiness of human beings in this life. A husband and wife chatting over a fire, a couple of friends having a game of darts in a pub, a man reading a book in his own room or digging in his own garden -- that is what the State is there for. And unless they are helping to increase and prolong and protect such moments, all the laws, parliaments, armies, courts, police, economics, etc., are simply a waste of time." -- C. S. Lewis
(1898-1963), British novelist

Waste Mr. Lewis just so happens to be a specialty in these parts. The state exists primarily for the abuse of the Policy enacting. Plenty of people have been fooled into thinking the state exists for their satisfaction. Some day, each person will choose their exact policy representation, rather than what swine chooses policy for them. The closer we've come to that the more the state has seemed what Mr. Lewis feels the state should perform.

"The maxim, that governments ought to train the people in the way in which they should go, sounds well. But is there any reason for believing that a government is more likely to lead the people in the right way than the people to fall into the right way of themselves?" -- Thomas Babington

It is undeniable that someone commands the greatest information dissemination capacity around here. Right after we shackle that person the communication capacity should be used to let people know there's a daily iodine requirement for humans to avoid mental retardation, there are communicative solutions for most issues and if you're not sure if you have any issues you should contact a particular person to have such determined. There are many other "well living" lessons that should flow forth through the appropriate communicative stimula.
Should we choose to call the group of people who effect such communication toward human betterment a government is inmaterial. Boldly claimed though somewhat emptily, Government by "the people" preceeded Mr. Macaulays question by years. The government, the people is all semantics. The reality of the situation is there are people who are well aware how to live well. Those people should share with the rest such knowledge. The currently dominate systems base on competition and the requisite of such to maintain the living conditions of the dominant; even if only for the seemingly well expectant backlash of their having suffered many through first naivety then callous greed; is the inertia that perpetuates this cycle as yet broken.
The more people trained as MacCaulay puts it in the ways of healthy living the more human capacity toward such prooves available. The people as a whole, (aside of course new to this world) understanding the couple hundred "most important" aspects of human existence toward enjoyable human existence is a state that promises to eliminate waste and human suffering. The communicative capacity to provide humanity such understanding is squandered toward human suffering and needless destruction in a desperate attempt to "secure" this planet for the use of the today, through finance, militance and vigilance, dominant.
The divide is not, the government and the people. The rift as yet healed, tending such widespread calamity, is the dominant and everyone else. There are doubtless many in "the government" who are oppressed. There are those well included in the grouping "the people" who self deprecate their position by agitating across lines of difference that might easily be recognized as meaningless. What prevents the people from being "trained" ala MacCaulay is the lacking communication capacity dedicated to widening understanding of what's important as human. Such communication capacity is today dedicated to maintaining divide, keeping people simple and well masaged toward inactivity or at least impotent inactivity wherein dissolving the present dominance state is concerned.
